Dairy Facility Registration Expirations for Export to China

Most U.S. dairy facilities registered to ship dairy products to the People’s Republic of China (PRC) will have their registration status expire on August 31, 2023. FAS China strongly encourages dairy exporters to check their registration status in the China Import Food Enterprise Registration (CIFER) system before shipping products. Companies that ship unregistered products are subject to denial of entry at Chinese ports.

The General Administration of Customs of the People’s Republic of China (GACC) requires dairy facilities to be registered in order to ship dairy products to China.  Most U.S. dairy facilities registered to ship dairy products to China will have their registration status expire on August 31, 2023.

GACC authorities from the Bureau of Import/Export Food Safety (BIEFS) have informed U.S. Government authorities at the U.S. Embassy in China that they are working through the registered list of U.S. dairy facilities renewal applications. BIEFS staff said that the CIFER system should be updated on September 1, 2023.

Dairy exporters should verify their CIFER registration status (https://ciferquery.singlewindow.cn/), especially on or after September 1, 2023, before shipping product. Companies that ship unregistered products are subject to denial of entry at Chinese ports.
